A Sensible Question About Talisman Skill

I'm Playing ZXPH, i have read a topic from somewhere, can't remember where actually, but it talks about how to rank up skill level of the talisman. that time it wasn't still available for PH players. But recently i just saw a player with rank 2 talisman skill level... how can this be attained??? any ideas... please share... Is it through Blood Refining alone or are there some other guides or process to do this... and someone mentioned to me that he saw a rank 3 skill level talisman. and does a talisman only become divine through Blood Refining too??? Any info or link or guide would be gladly appreciated...

Use Taiyi Rune Stone.
It's got a chance to upgrade AND downgrade talisman skill level.
It also have the innate ability to randomize number of skills/skills itself.

So that's how they do it. the on you can buy on they universal treasury right?

Yep. It's in the Treasures tab and costs 35 ingots.
