If you mean killing the Rascal, Yes, As long as you have Gangster weapon.

you can kill the last boss using 3ways
the first could be the hardest one.
having full party members and using their pets to continuously attack the boss
the second one is obtaining the gangster weapon
you may want to get this quest daily, it needs items that may not be available at the market. the trick is to get it daily until you come up with the item needed that you can obtain.
last one would be having a high level GW in your party
GW's with enough level of soulburn skill could 1hit the last boss.
(not quite sure what level of soulburn should be needed)
