Well basically, the TreasureBasin is a reward(from lots of other random rewards) from the treasure flee quest on Sura.

You can exchange them for Lv105 and below Talisman Accessories only.
This includes General talismans (Fan,Dice,JadeBottle, and other talismans that are not yet on PH).

Note:
Some say you can also get the TreasureBasin from TreasureFlee in Kunlun.

Thats right, i can confirm these also come from Kunlun as well
